  4.     What does Seattle want? In 1977 Seattle became the first
  5. major city to adopt busing to integrate its schools without
  6. being forced to do so by a court. On Nov. 7 it became the first
  7. city in the Northwest to elect a black mayor: Democratic
  8. Councilman Norm Rice, who campaigned strongly against an
  9. antibusing referendum proposal called Save Our Schools. Yet
  10. after absentee ballots were counted last week, it turned out
  11. that the voters had also approved the nonbinding S.O.S. measure
  12. by 1,135 votes.

  14.     Rice, whose victory stemmed from his image as a civic
  15. healer, has urged the N.A.A.C.P. and others not to challenge the
  16. busing ban in court. Instead, the mayor-elect wants the school
  17. board to continue busing until he can develop a more attractive
  18. system of improved "magnet" schools that could keep the Seattle
  19. classrooms integrated. Rice's healing powers may be tested
  20. sooner than he expected.
